The Center For Balance is dedicated to achieving and preserving a "factor balance" between labor and capital,
employers and employees, and wage-earning majorities and corporate powers. Wherever a balance of such societal
and economic "factor" power is lost then all manner of costly distortions and exploitations occur within "free
markets" and democracies. History is one long saga of the costly ruin created by the rise of factor imbalance,
leading to either a debilitating fascism or socialism.
There is no question the factor imbalance scales greatly favor capital today at the expense of wage-earning
citizens. Capital now controls our central bank, media, campaign finance and election processes.
In effect, the vast majority lack control over their own society, economy, and republic. Unfortunately, and unlike
other more effective democracies, the citizens of the United States do not yet have a National Initiative process
by which they might regain control over their fate and fortunes and right the scales of factor imbalance. Other
serious reforms beckon and, were the factor imbalance in the opposite direction, then many reforms herein would be
reversed.
Given today's reality, however, recapturing the laboring majority's parity and influence over the nature of free market
economics, trade policy, and globalization is the task of the day. To this end The Center For Balance advances reforms
outlined in the Executive Director's book - Cap-Com, The Economics Of Balance - and noted in Issue Briefs below.

world... all in response to an effectively forced globalization. This new enclosure is courtesy of a ruling global elite

In short, the problem is that democracy is no longer effective in righting the scales, in securing a "factor" balance, and
so major reforms and restructurings are necessary. It is toward a restoration of truly effective and representative democracies,

Historic freedom arose from possession of an estate of arable land, whether owned individually or in common, and from which
Freemen could come and go from their marketplaces. Within an estate of natural freedom - wherein no person, party, or "factor"
(capital or labor) was under duress, and where each was capable of withholding their contribution - real justice, equity, and
democracy could arise and prevail. In these free meetings of landed independents truly free markets could arise to benefit all,
and exploit none.
In contrast, where either primary factor to the economic equation is less free, landless, burdened by debt, overtaxation, or simply
desperate for money-wages to survive then markets are no longer truly free... for all. As a result of a relative lack of freedom of
one factor or another we create problematic factor-imbalanced markets, if not altogether unfree, dysfunctional, and costly markets.
In effect, factor-imbalanced markets give rise to all manner of societal and market distortions, exploitations, deprivations, and
revenge-driven cataclysms. With a growing lack of landed freedom giving rise to dependency, disenfranchisement and factor-imbalanced
markets, history became one long tale of the traumas and turmoil arising from the resultant fascisms of Left and Right.
Other imperialisms aside, enclosures of land by ruling classes in England once steadily reduced the number of landed Freemen and greatly
increased the indebted, urban, wage-bound dwellers who no longer retained their own freedom estate or Commons right upon the land. Endless
rent, mortgage, debt, and wage came to replace natural freedom and a commonwealth in the "free market." Over time, these moves to the city
and wage-work translated into lost natural refuge upon the land.
Regardless of reasons, other benefits, or urban proclivities, enclosures meant then, and mean today, a dependency, disenfranchisement,
lack of refuge from the market, and rent and debt-driven desperation for the many. Rather than landed, enfranchised, villagers coming
to a free market (or refraining if desired) today's "free markets" are filled with landless, dependent, and wage-bound souls. As a
result, in relation to the capital they must serve to earn a living, they are increasingly impotent, and the implications for society
and "free markets" are profound.
This veritable sea-change in the estate of wage-earning majorities is now the ground, the socio-economic set and setting, upon which
modern markets engender inequities, misallocations, and endless social and political turmoil. It is for these historic and structural
reasons that factor balance and effective democracy must be re-created and preserved throughout our institutions.
2. FREE OR FORCED TRADE? -

Added to enclosure, private central banks, and a corporate media is a capital-defined and driven coup called "free trade." As a
result of a removal of tariff freedoms (via a corporate-written GATT-NAFTA) what we have today is effectively forced trade with
the Greater Slave, and a protectionism for capital alone.
Clearly, freedom implies responsibility as well as our ability to come and go from markets, and a liberty to balance today's
disparate and undemocratic markets with compensating and incentivizing tariffs.
In a still disparate and undemocratic world, exactly such levers can work to elevate standards, wages and shares by incrementally
opening developed markets according to progress in less developed countries. These incentives will drive business in less developed
and democratic nations to embrace elevating, rather than depressing, wages, standards, and social reforms in order to gain further
lower-tariffed or free entry to developed markets.
Without incentivizing tariff freedoms for G7 countries the "race to the bottom" is on and all the First World's progress, standards,
and middle classes will be diminished, indebted, and destroyed as the Greater Slave is perversely rewarded.
As it is, globalization is problematic, costly, and counterproductive because wage-earning majorities had no say in GATT-NAFTA treaties.
They were written in secret and quickly passed by Congress (with 100 lame ducks) amidst a media black-out, and immediately after the
November 1993 elections. In any event, this veritable sea-change in our affairs was not addressed during the campaign.
In short, this deceitful process of the "The Selling Of Nafta" was nothing short of a crime, considering polls showed 87% of the
people opposed NAFTA. Nevertheless, our freedom and economy were handed to unelected panels who meet in secret, where the public
cannot attend, and whose decisions cannot be appealed!
A global oligopoly, eco-ruin, trade deficits, currency collapse, and all the social chaos engendered by this coup is underway...
and creating free-trade driven depressions for the G7. It is imperative the G7 countries convene again to refashion a democratic
trade regime - i.e., one defined by wage-earning majorities and fit for a still very disparate and undemocratic world.
Lastly, in a collapsing, fossil-fuel-driven, world we have no distance tariffs. Thus, a product which travels 10,000 miles to
market in fossil-fuel vehicles competes on a par with those which travel only 100 miles. Again, the incentives are perverse
and we all, and future generations, must pay the price for this irresponsible folly.

In 1913, in a coup by capital similar to that which led to the current GATT-NAFTA scheme, our central bank was handed to a
private cartel of big Bankers. Thus, an oligarchic setup emerged allowing for the ultimate conflict of interest - an Enron-type
debt-money creation process.
As a result, we no longer own or control our money-creation process or monetary policy. In effect, our representatives are
slaves to big banks. Every dollar we need to create we must borrow, with interest, due private, for-profit, bankers and the
bond-dealing owners of the Fed.
The "independent" bank scam (setup to be independent of the people's purse powers) means monetary powers given us by the Founding
Fathers are no longer ours. As with the GATT-NAFTA deceit yet another congress of re-election hungry, oligarchy-serving,
politicians gave away our essential banking powers... and we have trillions in interest-bearing debt as a result.
Imagine, for example, no-interest home loans? Imagine paying only once for your home instead of 3 or 4 times over due to compound
interest? This possibility of no-interest funding for the building blocks of society would be real if, in fact, the people owned
their own central bank and purse powers as the Founders intended.
Unfortunately, we are never likely to never hear of any such proposal, nor do we even hear of the Sovereignty legislation - a bill
pending in congress for years allowing for interest-free infrastructure financing. Why? Where is the "free press?" And why does

4. CORPORATE MEDIA & CONTROL

Corporate media mold minds and souls today, and the "liberal media" shibboleth is a complete scam. What we need to do to
escape corporate, for profit, control of our public information system is to separate editorship from ownership (within major

Recent electricity, cable, banking and telecom industry de-regulation legislation was essentially written by industry lobbyists

exist today - to keep believers in a cage and their beliefs from challenge. The world remains a madhouse of believers,
and we all pay the price.
While the communal activity of church and doing good deeds remains a pillar of religious experience, western patriarchal
dogmas remain an insult not only to women but to every enlightened being graced by nature. In effect, western dogmas keep
us from understanding the nature and science of our being, and from going within and discovering the very spiritual evolution
processes bequeathed to us by many masters thru the ages.
In practice, western, sky-god, religions have - by stressing belief rather than objective and subjective explorations of our
interiority - prevented humanity from going inward. Counterproductive belief-isms endure today despite the fact Jesus, and
others, observed the "the kingdom of god is within you"
How do we go within? Meditation, it seems. Yet only the East has made a science of religion and going within. We westerners
have much to learn if, for a moment, we can drop our ego-gratifying and conflict-generating beliefs and abide in a "choiceless
awareness."
11. IMMIGRATION & GROWTH-TO-RUIN -

Today, the benefits of immigration are so often illusory, except for employers. As immigrant related medical and social costs
soar, deficits arise, and hospitals close, more immigrants not only depress wages but send their spendable cash back to Mexico.
In California alone, 15 billion/yr is not spent in the domestic economy at the same time social costs and deficits rise, and
wages fall. Latin leaders, rather than reforming their own sick societies, continue to push people north to get this cash flow
coming home.
Conveniently, this exodus removes young men and potential dissidents from the homeland so oligarchy and exploitation remain. In
this way reforms are undercut and population problems exported. Today, Europe is also experiencing a backlash due to the flood
of immigration from Muslim nations. In short, it is overpopulation stemming from a lack of birth control and abortion rights due
to the suppression of women that combines to fuel growth-to-ruin, revolution, and terrorism everywhere.
12. LIMITS TO WEALTH -

In yet another age of oligarchy, corporate predation, and gross disparities of wealth (much of which has accrued over time from
enclosure-driven exploitations of labor) we still have no limits to corporate salaries, no excess profits tax, no limits to land

Concentration continues despite the fact both liberal and conservative economists (John Kenneth Galbraith and Peter Drucker) agreed
the highest paid employee/CEO should not be paid more than 15-25 times the lowest. In today's rapacious plutocracy, we see ratios

In addition, our ruling powers now seek to end virtually all estate taxes on the mega-rich, and so capture forever the spoils of a
good deal of corporate crime, exploitation, enclosure, and oligopoly. Meanwhile, wage earners face job export, job loss, retirement
funds decimated, and 24% credit card rates as predation and usury emerge big time.
While so many face financial ruin and loss of health insurance (triggering stress, heart attacks, divorce, family disintegration,
and forced moves) the mega-rich use their increasing wealth and power to expand control over our lives, economy, and "democratic"
system. The time has come to explore limits to wealth and oligopoly. As Supreme Court Justice Louis Brandeis wrote in the 1930's
"We can have a democratic society or we can have concentrated wealth in the hands of a few. We cannot have both."
13. VOTESCAM & OLIGARCHY -

14. DRUG WAR OR DRUG POGROM?

Today, those who prefer drinking grains are busy arresting those who smoke plants. Thus, one kind of use and intoxication is
legal and another not. In practice, the Grain People self-righteously act to enclose and render off limits certain plants

To commit this craven act of despotism, you first have to set yourself up as a God. Then you may classify the plant-preferring

a medical problem, the drug war has created a pogrom, state terrorism, gang culture, and black market - all amidst yet another

How did mankind manage to exist for millions of years without plant enclosures, anti-drug zealots, and millions in jail for
addiction or mere possession of plants?
In the absence of communists and other bogey men, ruling elites need drug wars to imprison dissidents, retain their police-state
powers, and keep the less powerful nations in line. If we cannot have armies in other nations for legitimate purposes we can have
anti-drug warriors performing the same functions, and make sure that democratic forces make no gains against ruling oligarchies.
In this effort, ruling elites must conflate both drug pushers and hapless users with "terrorists." In practice, this means they
can arrest and terrorize anyone, anywhere, for anything.... but particularly those whose freedom and activities are seen as a
threat to a ruling powers.
Meanwhile, more binge drinking deaths and casualties from prescription drugs make illegal drugs and their effects look mild, and
the last straw in this crusade of cruelty is denying marijuana to dying cancer patients. The same type of zealots who once watched
witches burn at the stake seek to outlaw plants, criminalize a medical problem, and keep you corralled in Mother Nature's garden...
a garden all beings inherit.
15. TERRORISM, FREEDOM & DISSENT -

However, the WTC tower’s owner/lessee (Silverstein) is on video stating
that Building 7 (if not the others) was "pulled" - meaning demolition
charges must have been in place well before the event. Video anaylsis of
the main towers exhibits evidence of explosive charges going off as the
collapse proceeded, and neat piles of 30 foot steel sections argue for
controlled demolition. The entire mess was cleaned up by Controlled
Demolition, Inc., while the site was closed to forensics, and the rubble
hurriedly shipped off to China. Further, the lack of airplane wreckage
at the Pentagon remains unexplained, as well as the "coincidental" 9-11 stand-down of Air Force interceptors.
It took 445 days for a commission to be set up to study the disaster,
over the objections of the Bush administration. The 9-11 commission,
like the Warren Commission, was completely rigged from the beginning,
forbidden to examine the how and why, and forced to concentrate on
preventing future terrorist events. President Bush only appeared before
the commission with puppeteer Cheney at his side and neither testified
under oath. If the critics are right, this amounts to one of history’s
greatest crimes - a prime example of state-within-a-state terrorism, and
prelude to a neo-fascism.
